Energy: a market that has just opened to private players
For fifty years, Paraguayan electricity was a matter of two binational dams and a state utility. That has changed: Law 7599/2025, implemented by Decree 6034/2026, opened the market to private investment across six non-conventional renewable sources and created the figures of self-generator, cogenerator, exporter and prosumer. A new framework, with new rules — and therefore a window.
The market
The country produces virtually 100 % of its electricity from renewable sources, through Itaipú — 14,000 MW installed, one of the largest plants in the world — and Yacyretá. The resulting surplus has turned Paraguay into a destination for energy-intensive projects: the government created a special fifteen-year electricity tariff for large-scale data centre operators, under an accreditation regime that expressly excludes cryptocurrency mining.
The first test of the regime is already running. ANDE tendered a 140 MW solar plant in Loma Plata internationally, connected to the national grid at 220 kV under a twenty-seven-year supply contract; the public hearing on the tender documents drew more than 380 participants from Paraguay, Argentina, Uruguay and Brazil. Construction is projected for 2027–2028, with commercial injection from 2029.

Site identification and securing, selection of the engineering and construction contractor, and structuring of the local partnership the project requires.
Offtake and financing
Negotiation of the power purchase agreement and assembly of the financing package with commercial or multilateral banks, with the equity and guarantees each party must contribute.
